Dawn is the CEO of CIIP and Managing Director of Investments at Temasek Trust Capital. Dawn leads and sets the strategic direction and growth of CIIP, and manages the investment portfolio for Temasek Trust Capital.

As an experienced investor, she draws on over 20 years of investment experience in private equity, venture and fund-of-fund investments across Asia, the US and Europe. Prior to joining Temasek Trust, she helmed the Consumer unit at Temasek International, where she spent 19 years. Dawn started her investment career at Vertex Holdings, a venture capital fund in Singapore. She was previously at Asia Pacific Molecular Biology Network and Singapore’s National Science & Technology Board.

Lin-Net joined the Temasek family in 2016, first as Chief Executive of two foundations under the Temasek family of foundations, and more recently as part of the CIIP team, as well as Lead, Institutional Relations, at Temasek Trust.  

Prior to this, she spent more than 20 years in the Administrative Service, which is part of the Singapore Civil Service. During this time, she held a wide range of positions, including as the Deputy Secretary in the then Ministry of Information, Communications and the Arts and the Ministry of Trade and Industry, and the Chief Executive Officer of the Media Development Authority. Her responsibilities included championing infocomm, heritage and the arts in Singapore, formulating and reviewing Singapore’s foreign economic policy at various multilateral and bilateral fora, and developing and regulating the media sector in Singapore. 

Lin-Net holds a Master of Arts from the University of Oxford, and an MBA from Harvard Business School.  She sits on the Harvard Business School Asia-Pacific Advisory Board, the Sustainable and Green Finance Institute Management Advisory Board at the National University of Singapore, and several other Boards.

Prior to her role at CIIP, Chii Fen worked at Bain & Company across the UK and Southeast Asia markets, and was most recently part of the Global Sustainability Innovation Center (GSIC) in Singapore.

Her consulting experience spans topics such as sustainability, strategy, and transformation; and sectors across non-profit and social enterprise, agri-food, private equity, consumer goods, and insurance. Before joining the business world, Chii Fen was a Consultant for UNICEF, where she worked on projects related to well-being and bullying during childhood and adolescence within the context of education. Chii Fen holds a PhD. in Experimental Psychology from the University of Oxford and an MBA from INSEAD. She believes businesses can be a force for good and is passionate about empowering those from less fortunate circumstances. She is an active mentor and pro bono consultant.

Sue-Ann works with regional and global partners to promote and develop impact investing knowledge and expertise in Asia and beyond. She concurrently supports impact reporting and carbon accounting at Temasek Trust.

Sue-Ann is an Affiliate Faculty at the Singapore Management University. She is certified in Sustainable Finance by the Cambridge Institute for Sustainability Leadership, and is an Accredited Trainer for the United Nations’ SDG Impact Standards. She is qualified through the Singapore Workforce Skills Qualifications to deliver adult learning and assessments, and has trained corporates, bankers and asset managers on sustainability and impact investment-related topics. 

She has close to two decades of experience in corporate sustainability and impact measurement and management. Prior to her current role, she was at Keppel, a global asset manager, and at StarHub, one of Asia’s leading telecommunications company, leading sustainability reporting, and supporting strategy and policy development. She also managed the philanthropic portfolios of the companies, applying impact measurement and management strategies to achieve positive social and environmental outcomes.

Ng Kai Scene joins the Centre for Impact Investing and Practices from the Singapore Sustainable Finance Association, where she was Deputy Director and led initiatives in transition and blended finance, government engagement, and international partnerships to support the growth of Singapore as a trusted, vibrant, and inclusive sustainable finance centre.

She previously held various roles at Enterprise Singapore and was part of the founding team at Infrastructure Asia, where she worked on strategy, stakeholder engagement, and the facilitation of sustainable infrastructure projects across the region. Her work spanned collaborations with governments, multilateral agencies, and industry partners to drive infrastructure excellence and foster sustainable development in Asia.

Kai Scene holds a Master of Science (Environmental Management) and a Bachelor of Engineering (Environmental) with First Class Honours from the National University of Singapore. Outside of work, she volunteers with the Lee Kong Chian Natural History Museum, supporting initiatives such as tree-planting efforts under the OneMillionTrees movement.

Nicole has a background in sustainable finance and ESG integration across public credit markets, with experience spanning investment analysis, portfolio construction, and sustainability research in Asia. She previously served as an ESG Investment Manager at a global asset manager, where she led ESG integration for credit strategies and contributed to the management of impact and sustainable funds with over USD 800 million in AUM. She also developed investment frameworks tailored to emerging Asia and worked with institutional and development finance investors to mobilise capital towards measurable sustainability outcomes.

Her earlier experience includes sustainability consulting, ASEAN-focused GHG accounting training, and climate and urban resilience research. Nicole is a CFA charterholder.

At CIIP, Jonathan has been involved in projects in financial inclusion, sustainable supply chain transformation, sustainable agriculture, and applications of digital technology for sustainable development.

Prior to his role at CIIP, he held internship positions in the Investment and Impact Management and Measurement teams at ABC Impact in 2019 and 2020 and at Temasek Trust in 2021.

Jonathan holds a Master of Arts in English from the University of Cambridge and Master of Arts in East Asian Studies from Yale University. He was a 2050 Fellow with the Yale Center for Business and the Environment and holds a Sustainable Investing Certificate, CFA Institute, as well as a Sustainability Excellence Associate Credential from Green Business Certification Inc. 

Jonathan spent a summer as an international scholar at Tsinghua University and has acquired professional experience at Singapore’s Ministry of Foreign Affairs, The Observer New Review, various non-profit organizations, the Yale School of Medicine, and as a secondary school teacher.

Outside of CIIP, he serves as Managing Editor of poetry.sg, a Member of the English Subcommittee for Poetry Festival Singapore, and on the editorial and reading boards for various literary journals. He is also involved in mentoring and community volunteering.

Prior to her role at CIIP, Levonne worked at Enterprise Singapore, the local government agency championing enterprise development. Her role involved engaging and supporting healthcare and biomedical companies, helping them to grow and internationalise. 

Levonne holds a Bachelor of Arts (Honours) in Southeast Asian Studies from the National University of Singapore, and is completing her Master in Public Health from the Saw Swee Hock School of Public Health. She is also an avid language learner, with intermediate to advanced proficiency in Japanese, Korean, and Thai. 

Outside of CIIP, Levonne is an active youth leader and volunteer. She was the President for AIESEC Singapore, the local chapter of the world's largest youth-run organisation. Since 2021, she has also been with the Global Shapers Community, an initiative of the World Economic Forum to engage active changemakers across the world.

Prior to her role with CIIP, Hwee Jia held an internship position at Convergence Blended Finance to promote blended finance initiatives in the Asia Pacific region.

She started her development career as a consultant at the United Nation’s International Organization for Migration, where she delivered reports to inform humanitarian organizations and donors on the displacement issues and crises in Myanmar. Her past experiences include being a Data Specialist as part of the Greater China M&A team at Moody’s.

Hwee Jia holds a Master of Science in Research for International Development from SOAS, University of London, and a Bachelor of Commerce in International Business from Curtin University.
