Rajiv has close to over four decades of experience in academia, international public policy, investment banking, private equity and corporate and retail banking. Having earned a B.A. Honours from Oxford University and a Ph.D. from Columbia University, he spent his professional career at the Asian Development Bank, the World Bank, Morgan Stanley, Warburg Pincus and IDFC Bank.
His expertise spans infrastructure finance, sustainable and impact investing, capital markets, international trade, and macroeconomic policy issues across Southeast Asia, China, Africa, the U.S. and India. He has played an active role in shaping the finance and policy landscape internationally through his writings and participation in numerous government committees and fora.
He was Executive Chairman of IDFC Ltd., a public private partnership focused on infrastructure finance, was Founder CEO of IDFC Bank, now known as IDFC First Bank. He set up IDFC Institute, one of India’s emerging think tanks and has made pioneering contributions to the development of India’s impact investing and micro-finance industries. He is currently Professorial Research Fellow at the Singapore Management University where he also serves on the Management Committee of the Singapore Green Finance Centre.
Dawn Chan CEO
Dawn is the CEO of CIIP and Managing Director of Investments at Temasek Trust Capital. Dawn leads and sets the strategic direction and growth of CIIP, and manages the investment portfolio for Temasek Trust Capital.
As an experienced investor, she draws on over 20 years of investment experience in private equity, venture and fund-of-fund investments across Asia, the US and Europe. Prior to joining Temasek Trust, she helmed the Consumer unit at Temasek International, where she spent 19 years. Dawn started her investment career at Vertex Holdings, a venture capital fund in Singapore. She was previously at Asia Pacific Molecular Biology Network and Singapore’s National Science & Technology Board.
Koh Lin-Net Director
Lin-Net contributes to developing CIIP’s strategy and defining its role within Asia’s impact investing ecosystem. Prior to this, Lin-Net held concurrent appointments as the Chief Executive of two foundations under the Temasek family.
She joined Temasek Foundation after spending more than 20 years in the Administrative Service, which is part of the Singapore Civil Service. During this time, she held a wide range of positions, including as the Deputy Secretary in the then Ministry of Information, Communications and the Arts and the Ministry of Trade and Industry and the Chief Executive Officer of the Media Development Authority.
Sue-Ann Huang Associate Director
As Associate Director at CIIP, Sue-Ann works with regional and global partners to drive impact investing in Asia and beyond - building knowledge assets, championing industry standards, and convening stakeholders to bring about positive action.
Prior to this role, Sue-Ann spent over 15 years at Keppel Corporation, an MSCI triple-A ESG rated global conglomerate, and at StarHub, Asia's most sustainable telecommunicationscompany. She led Keppel’s sustainability reporting efforts, engaging ratings agencies, research organisations, media, investors and analysts in advancing the Company's sustainability agenda. She supported Keppel’s strategy and policy development around the ESG issues spanning a spectrum of businesses, including in energy, environment, urban development, connectivity and asset management, and served as an advisor to business units.
Sue-Ann has also spent a considerable portion of her career managing the corporate philanthropic portfolios of the Keppel Group and StarHub, to advance social and environmental causes that deliver impact for communities. Sue-Ann is certified in Sustainable Finance by the Cambridge Institute for Sustainability Leadership.
Hiu Chii Fen Associate Director
Chii Fen is Associate Director at CIIP. Prior to this role, Chii Fen worked at Bain & Company across the UK and Southeast Asia markets, and was most recently part of the Global Sustainability Innovation Center (GSIC) in Singapore.
Her consulting experience spans topics such as sustainability, strategy, and transformation; and sectors across non-profit and social enterprise, agri-food, private equity, consumer goods, and insurance. Before joining the business world, Chii Fen was a Consultant for UNICEF, where she worked on projects related to well-being and bullying during childhood and adolescence within the context of education. Chii Fen holds a PhD. in Experimental Psychology from the University of Oxford and an MBA from INSEAD. She believes businesses can be a force for good and is passionate about empowering those from less fortunate circumstances. She is an active mentor and pro bono consultant.
